Chief Marketing Officer - Viceroy NM

J. Jeffrey Carabajal is a seasoned senior administrator and program manager with over 30 years of leadership experience driving complex science and engineering initiatives while cultivating high-value business relationships across government and aerospace sectors. With a proven track record in business development, Jeffrey has led multimillion-dollar programs, secured long-term funding, and built strategic partnerships that deliver lasting impact.

At Sandia National Laboratories, Jeffrey spearheaded the development of Sandia's first Extended Life Program (ELP), securing over $15 million annually to sustain and enhance sensitive equipment operations. His tenure at Honeywell Aerospace included directorial oversight of Boeing platforms such as the B1, B52, and F15, where he consistently exceeded revenue forecasts. He led proposal efforts and contract negotiations while developing client engagement strategies that strengthened global partnerships and accelerated growth.

Jeffrey is a Six Sigma Black Belt and a trusted mentor, known for aligning technical execution with strategic business goals. His stewardship of the ADCP II program was recognized by Boeing, the prime customer, and was instrumental in the program being awarded Aviation Week's "OEM R&D/Systems Design and Development Program of the Year." This recognition and successful program completion laid the foundation for future platform contracts exceeding $200 million. Contract and Procurement Specialist – Viceroy NM

Ana Velandia serves as Contract and Procurement Specialist at Viceroy NM, where she leverages her deep expertise in federal acquisitions, procurement strategy, and contract administration to support the company’s growing portfolio of government projects.

Before joining Viceroy, Ana spent several years with the U.S. Department of Agriculture (USDA) Forest Service, where she developed a strong foundation in federal acquisition planning, vendor coordination, and regulatory compliance under FAR and DFARS guidelines. Her experience in public-sector operations provides invaluable insight into agency priorities and acquisition processes, strengthening Viceroy’s ability to meet complex contracting requirements.

At Viceroy, Ana plays a key role in managing competitive bids, overseeing procurement workflows, and ensuring full compliance across all contract activities. She works closely with leadership to optimize sourcing strategies, streamline documentation, and maintain transparency and accountability across all stages of the acquisition lifecycle.

As Principal at Viceroy NM, Ramon Gonzales brings decades of distinguished leadership across the U.S. Military and Federal Government to the company’s executive team. His extensive background in operations, logistics, information technology (IT) systems, and resource management provides a critical foundation for Viceroy’s growth and its commitment to mission-ready performance.

Ramon is a U.S. Army veteran/retiree with more than 31 years of honorable and distinguished service. He retired as Command Sergeant Major of the 333d Corps Support Battalion, Santa Fe, NM, overseeing logistics, readiness, and personnel operations at one of the highest enlisted levels of leadership. His military experience instilled a results-driven approach and a focus on operational excellence that continues to guide Viceroy’s values and execution today.

After his active-duty military service and a 40-year civil service career, Ramon held and retired from senior Federal Government leadership positions, including Director of Information Resource Management for the Bureau of Land Management (BLM), New Mexico State Office, and Director of Network Operations for the USDA Forest Service. In these roles, he directed enterprise IT systems and human resources, network operations, and critical infrastructure supporting national-level federal missions.
